Review Packet Manual Assembly Checklist
Purpose
Give an operator a read-only order for manually assembling the staff/privacy review packet while keeping live pilot activation, exports, approvals, decisions, database access, protected APIs, protected live routes, and live workflows blocked.
Manual assembly means opening static protected-preview pages in a review order. This page does not create a packet file, generate a PDF, create downloads, record approvals, store decisions, or activate any workflow.
