Make the Individual Mode non-authorization status unmistakable after the launch-gate criteria matrix. Completed planning pages do not create launch approval, gate closure, readiness approval, implementation authorization, legal approval, privacy approval, safety approval, AI approval, crisis-handling approval, billing approval, account activation approval, support-runtime approval, protected API approval, migration approval, production readiness, or live workflow activation.
Current live mode remains Public Packet Mode only. Phase 11 planning can be complete while Individual Mode remains not authorized, not approved, no-go, and without accounts, storage, support runtime, billing, AI/chat, crisis runtime, protected APIs, protected live routes, migrations, or live workflows.

These labels are intentionally negative. They prevent the planning stack from being misread as approval, readiness, compliance certification, product clearance, or launch authorization.
